Formerly Padgham & Cox Cost Management (incorporated in 2009), CCM India joined the International CCM Group in 2022. Our founders and owners, directors Jason Thornley MRICS, Peter Cox FRICS and Meenakshi Sundaram MRICS, collectively have more than 90 years of professional practice internationally, including 50 years’ experience in India.

This track record makes CCM India one of the most experienced leadership teams in India.

From our Chennai head office, we consult to leading real estate and infrastructure developers as well as multinational corporations establishing campuses across India.

Jason Thornley

Group CEO and Director

During a career spanning more than two decades, Jason has gained a reputation as a skilled project and cost management professional often delivering outcomes that exceed client expectations.

CEO of the CCM Group, Jason established Collaborative Cost Management Australia in 2018 to provide Tier One QS services on a boutique level. The business has added further to his reputation as one of the region’s leading Quantity Surveyors in the education, hospitality, commercial fit-out, residential and industrial sector spaces; a fact evidenced by work he has accomplished on key high-profile projects for private and public clients, not only in Australia, but also in India.

In addition to his wealth of experience and expertise across the wider construction industry, Jason believes that his proactive leadership role and inclusive and honest approach are valued assets that he brings to business.

These professional qualities were also pivotal to prior senior roles including as a Board member of an international PQS company. He was also responsible for its successful expansion into the Indian market where he grew the subsidiary to more than 100 staff in a four-year period successfully working widely across property and infrastructure developments.

Jason takes pride in his extensive team management skills and ability to mentor staff to deepen their skill levels and understanding of projects. He also believes in giving back to the industry, doing so by guest lecturing at QUT and extensive involvement in the Queensland AIQS during the past five years.

Peter Cox

Director India

Peter is well-regarded both in India and internationally for the value of his strategic advice. This is most apparent when it comes to delivering enhanced performance and sustainable outcomes for real estate and infrastructure developments.

An acknowledged leader in his profession, Peter has provided consultancy services to the property and construction industry for more than 45 years, including 20 years working in India.

His invaluable local and international expertise enables him to contribute most effectively to the value of a project. He collaborates to help clients sharpen project innovation as well as grow their in-house capabilities in project management and controls.

He has applied this knowledge across the region to corporations and government agencies working within a multitude of sectors from aviation to housing, healthcare and tertiary research and educational facilities.

He previously worked for two leading international PQS companies in India, most recently as operations director for one and previously as CEO of the other. In recognition of his leadership and professional skill, he served as Chairman of the International Cost Engineering Council, the peak body for cost engineers, quantity surveyors and project managers globally.

Meenakshi Sundaram

Director India

RM Sundaram places much importance in the quality his engagement with clients and project stakeholders. His skill at collaborating to achieve excellence in project outcomes is his clear focus.

In so doing, Sundaram draws upon more than 20 years’ experience and wide-ranging expertise in the construction industry within South Asia. Here he is also a recognised specialist in understanding project risk and procurement strategies.

His track record and reputation have culminated in key management roles both in India and Singapore.

He believes strongly in sharing his extensive professional knowledge and expertise both with clients and staff. He embraces a gift mindset, giving back to his industry and society to help support a more sustainable future. He is often a guest lecturer at engineering institutes and has an extensive involvement in the RICS South Asia including as an Assessor during past three years.
